In Georgia, 42.1 percent of homeowners with mortgages owe more money on their houses than the homes are currently worth. That's much higher than the national average of 27.5 percent. Looking at the entire nation, Georgia has nearly a quarter of the ZIP codes with the very highest rates of underwater mortgages.
