1 captured, 1 wanted on charges of exploiting emotionally disabled women

Rockdale County sheriff’s deputies arrested a woman accused of exploiting emotionally disabled women living in a personal care home.

Tomeka Moses Williams, 45, was arrested Thursday evening, Channel 2 Action News reported. Her alleged accomplice, Toney Benay Powell, is still on the run.

Williams, 45, is also accused of operating the home illegally, according to the Rockdale County Sheriff's Office.

After discovering the home in the 300 block of Rogers Court in Conyers, authorities issued several arrest warrants for Williams and Powell, one of her employees. Williams faces eight counts of exploitation of disabled adults and a charge of operating an unlicensed personal home.

The sheriff’s office said they found eight women between the ages of 24 and 80 living in the home. They all had mental or physical issues.

Since the investigation began, Williams has been linked to other unlicensed homes in Newton, DeKalb and Clayton counties, Channel 2 reported.

Powell, 48, faces charges of aggravated assault, simple battery and exploitation and intimidation of a disabled adult, authorities said. He is described as a bald 6-foot-1 man weighing 250 pounds. He also has brown eyes, authorities said.
