2007 audit of the Fulton District Attorney Office: Fulton County’s top prosecutor Paul Howard used federal forfeiture money to host a party, attend black-tie events, and purchase other things that had little to do with putting criminals behind bars. Howard was warned for years that his financial practices could violate federal rules. In this excerpt from a report on the DA’s 2007 expenses, auditors complained Howard did not follow their recommendations and a staffer was unable to keep accurate records. Elsewhere in the report, they noted he made purchases that were not related to law enforcement.
